Yubei, the No.1 portal of opening-up in Chongqing

　　Yubei has a long history. This area was Jiangzhou County of Ba Prefecture during the Shang, Zhou, Qin, Han Dynasties to the Three Kingdoms Period(1700BC-220BC). Then, Jiangbei County was founded in the 2nd year of the Republic of China(1913).Yubei District was established in Dec., 1994. Embraced by the Yangtz River and the Jialing River, Yubei forms part of the major city of Chongqing as the core industrial and economic zone of Liangjiang New Area. Yubei covers an area of 1452 km², governing 12 towns, 14 streets with a registered population of 985,000.
　　In the recent years, Yubei witnesses rapid socio-economic development. In 2010, GDP of Yubei ranked second in Chongqing, total industrial output ranked first among Chongqing's top 10 industrial districts for five consecutive years, social fixed assets investments stayed the No. 1 in Chongqing for ten consecutive years, total retail sales growth rate of social consumption goods also ranked first in Chongqing for five consecutive years. The comprehensive economic performance of Yubei also took the municipal lead. Yubei adheres to the path of livelihood-oriented development and leads the nation in terms of social management. Yubei has received more than 30 national awards, including the only "National Civility District" of Western Regions, "National Health District", "National Environmental Protection Model City", "National Martial Arts Home", "China Excellent Tourism City", "China Habitat Environment Award".
　　During the period of the "12th-Five-Year Plan", Yubei is striving to become "the first portal to opening-up in Chongqing", taking the lead in achieving the overarching goal of all-round well-off society, and implementing the strategy of developing Yubei through opening-up,establishing Yubei with green development, rejuvenating Yubei through cultural exchanges, invigorating Yubei in coordination and balance, so as to build Yubei into the core of Liangjiang New Area, Chongqing opening-up heights and western livable city. By the end of the "12th-Five-Year Plan", the economic aggregate is set to rank the No.1 in Chongqing, among the top 3 in western China.Yubei is establishing an industrial system centered on advanced manufacturing industry and modern services industry. Witnessing a significant economic growth in Chongqing, Yubei aims to exhibit the image of national pivotal metropolis with accelerated modernization. The area also works towards a comprehensive multi-tier system integrating a full range of opening-up regions clustering on the Inland Opening-up Heights.

　　渝北，历史悠久。商、周、秦、汉、三国时期，区境属巴郡之江州县。民国2年设江北县，1994年12月撤消江北县，建立重庆市渝北区。渝北属重庆主城区和两江新区产业核心区，长江、嘉陵江两江环抱，全区幅员面积1452平方公里，辖12个镇14个街道，户籍人口98.5万。
　　近年来，渝北经济社会持续快速发展。至2010年，全区生产总值跃居全市第二，规模以上工业总产值连续五年位居重庆工业十强区县榜首，全社会固定资产投资总额连续十年保持全市第一，社会消费品零售总额增幅连续五年保持全市第一，综合经济实力名列主城前茅。渝北坚持民生导向的发展道路，社会管理走在全国前列，是西部地区唯一"全国文明城区"，先后荣获"国家卫生区"、"国家环境保护模范城区"、"全国武术之乡"、 "中国优秀旅游城区"等30多项国家级殊荣。
　　"十二五"期间，渝北将紧紧围绕打造"重庆对外开放第一门户"、在全市率先实现全面小康社会总体目标，着力实施开放强区、生态立区、文化兴区、统筹活区战略，努力建设两江产业核心、重庆开放高地、西部宜居城区。力争到"十二五"末期，经济总量跃居全市第一、西部前三。初步形成以先进制造业和现代服务业为核心的产业体系，成为重庆经济的重要增长极。城市现代化、国际化、精细化进程不断提速，国家中心城市展示区形象初显。全方位、宽领域、多层次对外开放格局初步形成，区域开放开发整体有序推进，内陆开放高地聚集辐射效应集中显现。
